But doesn't the NY Times book review already suck? The writing quality is awful. Shouldn't "book people" be paying attention to that too? For the NY Times book review to attain the quality level of the NY Review of Books would be a big leap in depth and sophistication.

The quality of the writing in the Book Review is mixed. Some very good writers and reviewers contribute to it, while others are at best, but also at worst, mediocre. I think I would say the biggest problem with the New York Times Book Review is that too often its reviews, especially of fiction, seem merely perfunctory.
